Parts of that are "Aachen" which looks as though it's been heavily distressed, re-imported, traced and output again as a font - the letter "o" duplicates give the game away a wee bit.
Whatever it is; it was done badly.

and FYI; go to K-Type for an excellent version of the now over used and semi-defunct "Keep Calm" type family - one version is free. The other site's utter garbage.
