The font is Gloucester Extra Cond. Bold (the last one in the list below), stretched out, and fattened up with an outline.

My hypothesis on the "WIRE" part is as follows:
It was possibly custom designed, starting with a font like Blaster or Tapeman, then a similar font was chosen for the phone number.
But dang, those letters sure seem familar, and I curse you for causing me lost sleep tonight. ;)
